About the Organisation
Name
The name Montserrat Patrons Society was authorised by the Secretary of State on 21 October 2019.
Structure & Governance
It is a Charity that is the Foundation model of the UK's Charitable Incorporated Organisation (Foundation CIO). It is governed by its Constitution (dated 17 May 2021). And it is regulated by the Charity Commission of England & Wales, having had to achieve registration before it could begin to operate. Banking confirmation as a Registered Charity was officially achieved (dated 11 Feb 2022).
Our application for registration was submitted to the Commission on 19 November 2020.
Assurance
Importantly, given the island's size and levels of familial 'connections', we determined it was paramount to provide assurance for all, so that we and you can foster trust and controls, work together, and make this venture succeed and endure. Thus, we pursued a structure that both reflects our mission to uphold our Territorial Motto, and our commitment to being subjected to high standards of controls and particularly those within the British legal regulatory system. We thereby trust we can each and all be assured of being able to promote and confirm that:

Accountability, fairness, inclusiveness, openness and the
"Public benefit" taking precedence over levels of "private benefit" in
The Regeneration of Montserrat.
Operating Procedures
We have plans and procedures to support the way we work, how decisions are made, and the assurance we are giving you. They include procedures to address issues of 'connections' with the Founder(s) and Trustees. They are also set out in our Constitution that is based firmly on the Charity Commission's model. Our current plans and procedures, all available on our website, were examined as part of the application for registration.
We should invite you to become acquainted with procedures that are relevant to any issue in which you exercise an interest. This would be particularly beneficial to the effective administration of this our vital work & duties. Work with us to work for and appeal to all.
Powers
As a Foundation CIO, our Charity has the power to operate as a corporate entity. It may for example own land, run a business, employ staff, enter partnerships etc. Notably, all proceeds must be used for the purposes of advancing its Objects in supporting the regeneration of Montserrat. This principle is also reflected in the incorporation of the word 'Society' in the name of the Charity and a basis for its having gained approval by the Secretary of State.
Decision-making
Being a Foundation CIO, all MPS decisions are made solely by its Trustees; the Constitution allows for up to 11. We are however operating a Projects Committee to ensure the effective administration of projects, grants and support in Montserrat. And through our 'Associate Patrons' membership scheme, we provide the facility for you to have a say in what projects we support and how.

The Team
We are currently a small team comprising of three (3) Trustees, working remotely from London & elsewhere. We are supported by an current group of some 16 other Facilitators operating from different countries. Our communication preference is therefore by email. We are however able to arrange meetings in our London office by appointment during the hours of Mon-Fri 10 am - 2 pm.

Fundraising Partnership
For the purposes of fundraising, we are operating a Partnership with Allen & Allen Consulting Ltd, registered in England & Wales under company number 5962302. The arrangement takes account of the Fundraising Code of Practice, does not involve any payment of fees and has been examined by the Charity Commission as part of the registration process. We expect it to be mutually beneficial particularly as its current focus is, and until it remains, on development of the Montserrat Online Community. Trustees have a duty to continue to monitor that it remains in the best interests of the Charity.

3. OBJECTS
"The promotion for the benefit of the public of urban or rural regeneration in areas of social and economic deprivation (and in particular in Montserrat) by all or any of the following means:
(a) the relief of financial hardship;
(b) the relief of unemployment;
(c) the advancement of education, training or retraining, particularly among unemployed people in Montserrat, and providing unemployed people with work experience;
(d) the provision of financial assistance, technical assistance or business advice or consultancy in order to provide training and employment opportunities in Montserrat and in cases of financial or other charitable need through help:
(i) in setting up their own business in Montserrat, or
(ii) to existing businesses in Montserrat;
(e) the creation of training and employment opportunities by the provision of workspace, buildings, and/or land for use on favourable terms;
(f) the maintenance, improvement or provision of public amenities;
(g) the provision of recreational facilities for the public at large or those who by reason of their youth, age, infirmity or disablement, financial hardship or social and economic
circumstances, have need of such facilities;
(h) such other means as may from time to time be determined subject to the prior written consent of the Charity Commissioners for England and Wales."
